Enmebaragesi was the twenty-second lugal of the Kingdom of Kish, thirtieth king of Sumer and the twenty-second lugal of the First Dynasty of Kish. The successor to the previous lugal, Iltasadum, Enmebaragesi is the earliest ruler of Sumer attested to in archaeology, as those before him are poorly atested. He is known to have led a war against the Old Elamite Kingdom, in which he subdued and disarmed them. He was later abducted single-handedly by Dumuzid, the Fisherman, lugal of Uruk, forcing his son, Aga of Kish, to lead a siege of the city in an attempt to rescue him: the defeat of this rescue by Gilgamesh would lead to Kish's loss of hegemony over Sumer, and the rise of Uruk in its place.
