"As well as the great Clans, Japan also has many smaller factions who must be overcome by any Daimyo who intends to become Shogun. These include Ronin, masterless Samurai on a quest for wealth and honour; smaller neutral clans who will fight fiercely for their independence; rebellious peasants who have tired of the oppression of their masters; and fanatical Ikko-Ikki Warrior Monks. Many regions of Japan are already under the control of these factions, but as history progresses they will continue to take advantage of opportunities to revolt, or of the power vacuum left by the death of a great Daimyo. The Rebels and Ronin do not all work together under one leader and therefore cannot be controlled as a clan would be. The fact that these warriors belong to splintered factions does not make them any less of a threat to the Clans vying for the position of Shogun."

The Rebels and Ronin are a minor faction in Shogun: Total War. Present across the Sengoku Jidai, 1530, 1550 and the 1580 campaigns, the Rebels and Ronin in Shogun: Total War are a minor faction that is non-playable in the campaign, but is playable in the multiplayer. Their starting position across all four of the campaigns greatly varies, possessing territory spread across Japan, varying from controlling large swaths of Japan to having a minor presence in almost every region of the country. The faction's military forces and economy depend on how many provinces and armies they hold at any given time, and they are unique in that they can gain new territory and forces without the need for conquest, acquiring new armies and territory either when a faction is wiped out and they still have forces remaining (which all immediately become Rebels and Ronin forces), or when a rebellion occurs in a faction's province, spawning a fresh Rebels and Ronin army in the rebelling territory. In campaigns where their forces are spread out across multiple territories, they are very easily conquered, unable to consolidate forces enough to defend themselves adequately, but they are also a faction that can never be "wiped out", as they will return if a province rebels, or if a faction is wiped out and still possesses territory and armies (ie. when their last family member is assassinated). Rebels and Ronins cannot recruit agents but can sometimes start with some, and they cannot engage in diplomacy with other factions, stuck in a perpetual state of war with the entire map. They possess no capital and their religion is Shinto-Buddhism. Unlike other factions, they cannot convert to Christianity or engage in trade with the European traders whatsoever, and therefore cannot recruit gunpowder units unless acquiring them through rebellions or destroyed factions. They also do not have a family tree like other factions, and are therefore the only faction with no faction leader. While non-playable they, through cheats, can be played, although they possess no victory conditions and beating the game's prescribed victory conditions will result in a random victory video being played.

In the Sengoku Jidai campaign, the Rebels and Ronin control the entirety of the island of Shikoku (provinces of Iyo, Tosa, Sanuki, Awaji and Awa), as well as provinces in the Kansai region, with Ise, Tajima and Yamashiro under their control: they also possess most of the northern Chūbu region, controlling the Echizen, Kaga, Noto and Etchu provinces. In the 1530 campaign, the Rebels and Ronin dominate the majority of Japan, possessing provinces 49 provinces across the entire country. In the 1550 campaign, the Rebels and Ronin still dominate most of Japan, ceding territory here and there, but still possessing 44 provinces overall. In the 1580 campaign, the Rebels and Ronin control the entirety of the island of Shikoku, much of the northern Kansai region, two provinces of the Kantō region and the entirety of the Tōhoku region.

Historically, the Rebels and Ronin represent an amalgamation of hundreds of Japanese minor and vassal clans of the Sengoku period, including the Ikko-Ikki, Chosokabe, Date and so on.
